With recent films in mind, the discussion that was had here a while back about best on screen psycho now needs updating.

is the best on screen psycho Heath ledger in the Dark Knight, or Javier Bardem in No Country For Old Men?

I personally don't think that many, if any of those previously mentioned hold a candle to these stirling and shit-scary performances.

(That's the technical phrase)

For me it's still gotta be Dennis Hopper in BLUE VELVET.

God, yes, Hopper is amazing in Blue Velvet. Bardem's good in No Country, too.

Ray Liotta in Something Wild.

Michael Rooker in Henry: Portrait of a Serial Killer.

Robert Mitchum in Cape Fear and Night of the Hunter.

Dennis Hopper in Blue velvet- head and shoulders above the rest IMHO. But Bardem and Ledger's performances are certainly in the top ten!
